Ministry of Defence (Household Cavalry): Report of a formal investigation by the Commission for Racial Equality (CRE) into racial discrimination in recruitment, selection and postings.
In October 1993 the CRE received the reserved decision of an Army Board of Inquiry dated 10 February that year on a complaint brought by Corporal Jacob Malcolm, at the time a corporal in the Royal Electrical and Mechanical Engineers (REME). The Board found racial discrimination in a cancelled transfer to a Household Cavalry unit. The CRE decided to conduct a formal investigation into these matters and, in January 1994, notified the Ministry of Defence (MOD) of its intention to do so. In April 1994, following representations from the MOD, the investigation commenced.
