Crown Prosecution Service (CPS), Croydon branch: Report of a Formal Investigation by the Commission for Racial Equality (CRE).
The CRE's concerns about employment practices in the CPS arose as a result of allegations of racial discrimination that predated the investigation.
The CRE's concerns were further exacerbated by the findings and decisions of employment tribunals in two cases against the CPS: Neeta Amin in 1997/1998, and Maria Bamieh in 1998/99; and by the continuing under-representation of ethnic minorities at senior levels, following a
major restructure during which managers might have been expected to have addressed the issue. Further, in June 2000, the CRE received
from two separate sources, information identifying the Croydon branch office as the branch where substantial segregation had emerged and was persisting.
Forward by Gurbux Singh, Chair, CRE and Ray Singh CBE, Chair, Formal Investigation Panel.
