The CRE together with the Independent Television Commission (ITC) and British Broadcasting Corporation (BBC), held a seminar, Channels of Diversity: race and television in Britain, in March 1996.

The recommendations in this booklet drew on several sources. These included the research reports and discussions at the seminar in March, the Commission's work with broadcasters, the ITC, and discussions with ethnic minority independent programme makers and other interested parties.

The CRE's primary aim in making these recommendations was to assist British television in the provision of output that was relevant to a multi-racial society.
