Response to Draft Guidance and Regulations: 1989 Children Act, from the Commission for Racial Equality (CRE).
In 1989, the CRE proposed several amendments to the Children Act. Two important amendments were accepted; one on the inclusion of language as a factor to be taken into account by relevant authorities, and the second, the requirement that local authorities should take account of the ethnic origins of the local population when recruiting day carers and foster carers.
The CRE's response to the Guidance was that some of the references needed to be made more extensive and that other references should be included.
