The Manchester comet: or a rap at radicals. A satirical, short lived type of a newspaper circulated in 1822 targeting radical politics, especially the Manchester Female Reformers. The caricature that appears on the third page is a satirical take on a meeting of the Female Radical Reformers. Implies that smoking, drinking and canoodling took place at their meetings. The lady addressing the room from a table is probably Mary Fildes, chairwoman of the Manchester Female Reform Society.
