Description:
Copy letter by D. Russell containing the 'Declaration of the Freeholders and Inhabitants of the County of York' with a list of signatures, dated York, 15th October 1819. Typical of the loyalist reaction to Peterloo. They recognize the right of peaceful assembly, but this right has been abused. They declare their adherence to the laws and constitution and pledge themselves to resist the violation of the laws.
