Housing Policy in Practice: Implementing the Code, a survey by the Commission for Racial Equality (CRE).
Housing legislation gave the CRE power to issue a statutory Code of Practice in housing. The first such Code, covering the area of rented housing, was published by the Commission in January 1991. Following a government commencement order the Code came into effect the following May. In order to assess the Code's impact and evaluate progress, the CRE conducted a major survey of housing providers. This report discussed results of the survey and looked at progress made in implementing race equality programmes.
