Section 4 of the 1824 Vagrancy Act gave police the discretionary power to arrest anyone they suspected of loitering with intent to commit an arrestable offence. It was used intensively in the 1960s and 1970s against young black men. They could be arrested, charged and convicted simply for walking down the street.
The Black People's Organisations Campaign Against Sus (BPOCAS) along with other organisations forced the government to repeal the act in 1981.
