The Commission for Racial Equality (CRE) was established in June1977 with duties and powers laid down in the Race Relations Act of 1976. The duties set out in the Act gave the CRE a broad responsibility for the elimination of racial discrimination and the promotion of equal opportunity, and good relations between persons of different racial groups generally. The CRE was also given the duty of reviewing the working of the Race Relations Act and drawing up proposals for amending it
The purpose of this report is to provide an evaluation of the CRE's work over the last 24 years, namely:
- to investigate whether the strategies employed by the CRE have been effective in furthering racial equality;
- to look at the way the CRE's strategies have responded to a range of changing conditions;
- to examine the value of this experience in shaping the future strategies of the CRE.
