Lovell gives an outline of the events that occurred in 1955 and 1958 and highlights the sensitive nature of the material. BL gives a five page account of his visits to the USSR in 1963 and attempts to explain, on reflection, what happened to him there. He has also transcribed his diaries from 1975-76 for ease of reading. At the end of the memorandum is an appendices, containing a copy of the 'Memorandum to file on Soviet 6m telescope'.
